About Harvey
Harvey Chen is a U.S. patent attorney who helps technology companies build patents that matter. His practice focuses on advanced electrical engineering and computer technologies, including wireless communications, networking, semiconductors, computer architecture, cloud computing, artificial intelligence, and other advanced systems.
Harvey has drafted and prosecuted patents for leading technology companies and approaches patent prosecution with an enforcement-oriented mindset. He was the principal drafter of several patents later selected for assertion in a major global Wi-Fi patent enforcement campaign that concluded in a $135 million settlement following favorable merits rulings at the U.S. International Trade Commission. His work on those patents began years earlier, at the invention-disclosure and original-drafting stage.
That experience reflects Harvey’s approach to patent practice: understand the engineering deeply, identify the commercially important inventive concepts, develop claims with meaningful scope, and build specifications and prosecution records capable of supporting the patent when it is later challenged, licensed, or enforced.
Harvey’s practice spans the patent life cycle, including original patent prosecution, examiner interviews, appeals, inter partes review, ex parte reexamination, infringement and invalidity analysis, and other contested patent matters. He has also participated in appeals from Patent Trial and Appeal Board proceedings to the U.S. Court of Appeals for the Federal Circuit.
Fluent in Chinese, Harvey frequently advises Asian technology companies on U.S. intellectual property strategy and related legal matters. Before joining Paradice & Li, Harvey was a partner at a leading international law firm.
